stalktoy: Use Wikimedia Toolforge "whois" #143

Change the WHOIS provider to use https://whois.toolforge.org instead which is more straightforward and privacy-friendly (e.g. hosted in WMF servers, no reCAPTCHA, no ads, etc.).

Note that I no longer have access to meta or meta2 Toolforge tools so if this PR is approved, could you please deploy this too? Thanks.

Hello @Pathoschild - Sorry for the late reply. I removed myself from both meta and meta2 (and a bunch of other places) because I am (for now?) no longer doing active developer work so I thought it'd be best not to remain there as a ghost maintainer. Best regards and Merry Christmas.
