Since fall 2015, it seems impossible to login to purl.org and thus to modify or add any of our PURLs, such as http://purl.org/pc2/ or purl.org/biopax/* or purl.org/pathwaycommons/.
Therefore, if this problem persists, in next PC2 releases, we should probably use another (resolvable) URI prefix (RDF/XML xml:base) instead of http://purl.org/pc2/{version}/.
