Integrate TRANSFAC or a similar/better dataset (not using MSigDB) #270

In the future, develop a new TRANSFAC to BioPAX converter, process the original data tables and merge into Pathway Commons. Instead of (or in addition to) getting and converting MSigDB C3 TFT (XML).

It seems doable; see http://gene-regulation.com/pub/databases/transfac/doc/relations.html

FYI: in our grant applications we promised and listed there is the table MSigDB but not TRANSFAC.
