PC11: links to the XML schema are broken #310

http://www.pathwaycommons.org/pc2/help/schema returns 404 - regression bug (the xsd file is probably missing from the app jar/war...)

Also, the "BioPAX Classes" link at the end of the home page points to non-existing https://www.biopax.org/webprotege site (should be pointing to https://www.biopax.org/owldoc/Level3/ instead).

Fixed in the latest code (will see in the next version PC v14 release)
