Option "Scroll hint follows mouse" doesn't work #235

What steps will reproduce the problem?
1. Select menu Tools>options>editor options
2. select options tab
3. check the box 'scroll hint follows mouse' and press OK

What is the expected output? What do you see instead?
I expect the scroll hint banner follows the mouse when scrolling but it
doesn't.
Repeating steps 1 and 2 reveals that the option has not been saved on
dialog exit.

What version of the product are you using? On what operating system?
Pyscripter 1.9.9.2
