Upgrade Issues.

What steps will reproduce the problem?
1. run version 1.9.9.2 on Windows vista. 
2. in the upgrade option accept for upgrading to 1.9.9.3 (and as of today 
1.9.9.4 as well) 
3. do a download/copy and install

What is the expected output? What do you see instead?
expected output is to see latest version of pyscripter starting.
instead an error pops up saying side-by-side configuration is not proper.

What version of the product are you using? On what operating system?
ver 1.9.9.2 on windows Vista.

Please provide any additional information below.

As the installation program states:

Note: For compatibility with Python 2.6 and Python 3.0, PyScripter version 
1.9.9.5
requires the latest C++ Redistributable
Package(http://www.microsoft.com/downloads/details.aspx?familyid=A5C84275-3B97-4
AB7-A40D-3802B2AF5FC2&displaylang=en).
 This is automatically installed by Python 2.6 and Python 3.0.  If you do not have
any of these versions installed, then you need to download and install it 
manually.
