Don't note to shoot if at default rpm #260

Bug + Desired Behavior

I recall hitting note to shoot when there was just a note in the bot, but we weren't ready to shoot.

Possible Solutions

If the shooter wheels desired speeds are at default rpm, ignore the note to shoot request

I do upon clicking the intake button, but I am referencing clicking noteToTarget which calls shootWhenReady shootWhenReady should return false since the default RPM is not fit for shooting.
