Create a python function to turn a list of coordinates into a bed file

Description of issue: Use the genes listed in a given panel to generate a bed file to be used in the NGS bioinformatics pipeline.

User story: As a clinical scientist I want to ensure the latest version of a given panel is applied when analysing a patient's data.

This function was sufficient for sprint 1, but has now been superceded by better functions. Will close the issue.
