Slight jank when initiating a tab drag-and-drop #53

Steps to reproduce:

  1. Open two windows with many tabs.
  2. Scroll to the very bottom of the Tab Organizer popup.
  3. Start dragging the bottom-most tab of the first window.
  4. Notice that the scrollbar jumps up about 20px.
