"Default:" tooltip doesn't show for checkbox labels.

What steps will reproduce the problem?
1. Open the options page.
2. Find a checkbox option.
3. Hover the mouse over the text near the checkbox.

What is the expected output? What do you see instead?
A tooltip should show up saying something like "Default: true". Instead, nothing happens.

Please provide any additional information below.
It works correctly when hovering over the checkbox itself.

Unlike the other options, the checkbox is small, and clicking on the text changes the
checkbox. In addition, the text changes color when the value is changed.
