Default: tooltip in options page could use some improvements. #63

There are a couple things I think could improve this overall:

* Only show the tooltip when the value is different from the default. Right now we
always show it.

* Don't make the user hold the mouse perfectly still for a couple seconds before showing
the tooltip. It should be visible immediately and follow the mouse around.
