Remove IACRB certs #53

As I understand the organization no longer exists and their website is shut down. This would be any certs related to https://www.iacertification.org/

I reached out to IACRB and was contacted by someone at Infosec Institute. Infosec Institute has absorbed the IACRB certifications and I have updated those certifications on Release 8 (locally on my computer).

CPT, CEPT, and CEREA do not appear to be available so I have commented those out for now.

Pricing, links, and certifying body names were updated.
