pardate is needed #1

parallel reports can have different years (it's not that uncommon) therefore pardate is needed to deal with this. I'll try and do an implementation soon...

Within OSCOLA, parallel reports are only used for pre-1865 reports, in relation to which there will only ever be a single date; this could be an issue for a non-OSCOLA style based off this one, but I don't think it is required for OSCOLA.
