Supported Languages should be set in stikked.php config #7

So that we don't have to hard-code and repeat the huge select dropdown, we
can set the supported languages in the stikked.php config, and then use the
form helper to make a dropdown from that array.

A nice side effect is that now when a user installs Stikked, they can
choose which languages they want to have available (they may choose to
comment out all but the most common ones for their needs).

This has been fixed in 0.5. With the languages in the database.
