Loading plugins at runtime

Currently, the loaded plugins are preconfigured in a configuration file on
the server. for oryx instances with different plugins the server must be
configured and the different editors must be opened with different URLs.

To ease using existing plugins and own plugins, they should be loadable at
runtime.

The following possible enhancements are related to this one:
- loading plugins depending on stencil set
- offer plugin / stencil set repository
- offer interface for uploading plugins and stencil sets
- support loading plugins / stencil sets from external resources

This enhancement is about creating a concept for the described improvements
and admit enhancement/task issues.
