[Add] contagion capitalship @Legend #329

Contagion doesn't have a capital ship. So sir I'll like for that to change

all factions already have one so why should contagion be out. So I propose a capital ship like the poly starbase where it has a bigger green slot than covid and also four weapon base modules and it should also have the ability to use a special type of cloning center unique only to it like how jorm has a tail.
