This has been a problem for a while now. In PVP duels, both starbase and regular types, there is a chance you will be matched up with a late game player with level 100 capital ships when you're only about middle or early game. Sometimes you are also matched up with players with very weak fleets. It seems it just picks fleets at random, and there is no actual live matchup system. It doesn't need to be live, but the powers should match. Also, the shield icon needs a clearer explanation for its purpose. Like, the one that appears along the player rating.
