Adding custom scripts to install pennylane and qiskit-aer. Missing the custom modules to copy and also a general installation script. Plus, scripts will need to be altered to use the appropriate date tag for base installation path

I have tested this on Joey and it produces the modules. I haven't had a chance yet to test all the quantum computing algorithms. However, these custom installs are not of production codes but because we will soon be supporting quantum computing and we have several groups interested in using pennylane and qiskit.
