Bulk capacitors #8

Add bulk capacitors. See http://community.paxinstruments.com/t/pax-instruments-multilogger/167

In addition to the decoupling for VDD_1 through VDD_4, we should have some bulk-capacitance close to the chip. 4.7uF or 10uF should suffice.
