There is no reason why people should fiddle with it and break it off. One with tabs (trough hole) might also be more expensive and could take more time placing using p&p because it is heavier and it is possible that the tabs have to be hand soldered which makes assembly more expensive. You should talk to your assembler / purchasing agent about this kind of stuff.
In worst case make a footprint that fits both.
