Monitor uptime with StatusCake #515

We have a v1 done for this but we may want to expand on it.

We want to have a check on if the chronik connection is having issues.

If the system is no longer able to grab new txs, we need to do something about it immediately.

I'm not sure if statuscake can do this but we can look into it.

Let's wait until we're using the new in-node chronik to see if it's possible.
