[BUG] Enemy team cannot vote with 2 players, 1 bot (don't send chat messages) #289

Dance and freak were on enemy team, started a vote against the 1 bot, both of them voted yes and vote failed with the bot staying. The bot detector should not send chat messages notifying enemy team of cheater in this situation. debug_report.zip

There is a minimum number of players required to pass a vote of any kind. Based off my awful memory and empirical testing it seems to be around 6 players on a team.
