Automatically add a rule for players with exact matching name from right click menu #297

Add an option to the right click menu to "Flag as cheater and add exact name to rules list." This way if a bot is copying someone's name you could add the combo of characters they were using to be automatically flagged the next time, even if they use a different steam account.

Also a little side note, I think the player you right clicked on in the scoreboard should be highlighted in some way as sometimes it's difficult to tell if you clicked on the right player or not before you mark them.

I am not certain but I suspect @Bruhmaster43's #294 may be this same thing. I am uncertain as he has yet to respond. For now I am going to assume it is different and if it turns out to be the same this (#297) will be the issue to track this feature.

I am on the fence about it being super easy for users to create rules as careless rule creation could lead to many false positives. Especially problematic if users do not properly understand how rules work and how to identify how an account came to be marked. Ideally a user should be able to easily create a rule but not so easily it could be done accidentally or carelessly. Perhaps a separate window would be better.
