*Added persona name matching #312

Added the functionality for matching rules against Steam Name(personaname)
updated schemas to fit for the new rule

personaname_text_match, following same schema rules as username_text_match.

For testing purposes I can send a pre-built version. Or you could build from my Testing branch of the fork. as its hard to test without actually pushing the changes due to a million different schemas to adhere to.
