When you are on vote cooldown you have to tell other players to kick the bot, and some unaware players may not know who the bot / cheater is

When you are on votekick cooldown send a team only chat message saying something similar to "Teammates, please kick the cheater named cheaternamehere, i am unable to kick them as i am on votekick cooldown"
Describe alternatives you've considered
I can not think of any other reasonable solutions to the problem.
Additional context
Bots may spam that message and ruin the trust of tf2bd, maybe make it off by default?
