As shown in this picture from JEI, Compressed Glowstone x1 does not have a recipe; it cannot currently be crafted in mc 1.16.5, forge 36.2.8, mod version 1.0.0-1.

has a recipe for me in my dev instance, are you playing in a pack? it should be using the tags and seems glowstone doesn't have any for w/e reason

No, no pack. Even with only JEI, AllTheCompressed, and Forge loaded, there still isn't a recipe. AllTheCompressed is version 1.0.0-1.16.5-36.2.8.
