First commit in, marked as experimental. For now, I just pulled colors out of the old UX boilerplate.

We talked a little bit about theming in our meeting. There is no immediate use case for theming based on branding, but there may be use cases for accessibility (see #1). If done correctly, it would be easy to toggle modes for high contrast and the common types of color blindness. Themes might also support the "reading mode" use case.
