Deploy BETYdb technical and data-entry documentation to bookdown. #653

The documentation in PecanProject/betydb-documentation and PecanProject/betydbdoc-dataentry has been migrated to bookdown format (in the bookdown branch of each repository) but has never been deployed. See https://github.com/PecanProject/betydb-documentation/issues/10 and https://github.com/PecanProject/betydbdoc-dataentry/issues/2.

Once this is done, the Docs/Data Entry and Docs/Implementation links in the Rails BETYdb app will need to be updated.

(PecanProject/betydb-data-access has not yet been migrated and will continue to live at https://pecan.gitbook.io/betydb-data-access/ for now.)
