Admin Page on web interface #1003

During the PEcAn call today @robkooper had the idea of creating an admin page to the web interface that would allow a user to:

[ ] set unique machine id
[ ] optionally set and sync user information
[ ] have buttons to automatically update/build pecan and bety

This issue is stale because it has been open 365 days with no activity.

there is an admin page, however with the move to docker I'd like to remove it (esp since we are not really using it). @mdietze and @dlebauer you ok with that?

While it's true that the admin page isn't getting used, I'm not sure I agree that Docker replaces the need for an admin page to set up the database ID and control the sync settings
