Browndog with CRUNCEP and Ameriflux BUG #1341

Browndog is not returning anything for CRUNCEP and Ameriflux. These messages are left:

Met.process then goes on to process met locally instead and finishes the run

Should we have pecan automatically process Met locally if Browndog is not returning anything or should we have it exit?
