PEcAn.qaqc not in Makefile #1632

Probably "just" needs to be added to definition of $(BASE) and have appropriate $(call depends,base/qaqc) line.

1633 contains the changes necessary to add PEcAn.qaqc to the Makefile, but let's discuss there and consider WONTFIXing.
