Extending our existing ERA5 module to support ERA5-Land #2396

Description

ECMWF just released (https://cds.climate.copernicus.eu/cdsapp#!/dataset/reanalysis-era5-land?tab=overview) a higher resolution (9Km by 9 Km) version of ERA5 data product called ERA5-land. Since we already the functionality for processing and using ERA5 data product in pecan, it would not be very complicated to extend this functionality for more finer resolution simulations.

Here is the description:

ERA5-Land is a global land-surface dataset at 9km resolution, consistent with atmospheric data from the ERA5 reanalysis. Initially covering the period 2001-present, ERA5-Land makes it possible, for instance, to reveal much greater detail in the soil temperature structure, or to resolve lower temperatures in the peaks of the Alpine region by providing more accurate data. Both hourly and monthly averaged ERA5-Land data, along with documentation, are now available from the Climate Data Store: ERA5-Land hourly data from 2001 to present (https://cds.climate.copernicus.eu/cdsapp#!/dataset/reanalysis-era5-land?tab=overview) ERA5-Land monthly averaged data from 2001 to present (https://cds.climate.copernicus.eu/cdsapp#!/dataset/reanalysis-era5-land-monthly-means?tab=overview)
