Complete bmorrison THREDDS functions #2861

Description

This is an issue to track my completion of these two pull requests through a new branch of mine so I can control the code reviews, etc.

2450 #2458

My goal is to provide working versions that can then be adapted to work within the SDA workflow. Step 1 is to make these work on their own and provide a PR to merge.

1) Create a new branch 2) integrate code changes, test, bugfix 3) Create PR 3) Merge
