build docker image with git version of ED2 also

Description

I think this will automate updating of this docker image: https://hub.docker.com/r/pecan/model-ed2-git It has the development version of PEcAn.ED2 and the development version of ED2.

Closes #3030

Needed an updated container with bugfixes to run ED2 models on an HPC
