Description

Removed depreciated noaa gefs download functions and replaced with new fcns adapted from noaa gefs download code in the neon4cast package.

Motivation and Context

New download fcns will be immediately used for the Harvard Forest Summer Program Project and by the RHC ecoforecast project with the Dietze Lab. @mdietze please review.
