SDA bug fixes and new feature added.. #3186

Fixes issues for the estimations of aqq and bqq of the SINGLE Q distribution.
Fixes issues where the indirect constraints become more obvious when the dimensions of covariance get larger.
Added the MCMC_function to facilitate the parallelization of multi-chain MCMC sampling.
