Update Actions to R4.2

Swaps the outdated R4.0 build to R4.2 to see if that version builds successfully -- was overdue and might get the GH Actions working again.

@robkooper @infotroph clearly I missed a step here as R4.2 fails immediately as it's looking for the Docker container pecan/depends:R4.2 which doesn't exist? How do I bump the building of the pecan/depends container to be able to bump the version used for GH Actions PR testing?

What you're missing is a piece I've been meaning to push all week! I'll open it as a separate PR that will need to be merged and then wait for the container to build before this one can use it.
