if outdir not specified use workflow id #95

If outdir is not specified use PEcAn_ as with web.

you can use @WORKFLOW@ when specifying a folder to have it replaced by the id in the database. if bety.write == FALSE then it will be current time (YYYY-MM-DD-HH-mm-SS)
