Set up OpenPedCan-api production site

OpenPedCan-api currently has DEV and QA sites:

• DEV site, https://openpedcan-api-dev.d3b.io/__docs__/, deploys the newest commit of this repository.
• QA site, https://openpedcan-api-qa.d3b.io/__docs__/, deploys the main branch of this repository.

We need to set up a production (PRD) site that is not affected by any branch changes in this repository, to provide a more reliable site for integrating with Pediatric Open Targets website.

To set up the PRD site:

• Deploy the latest main branch.
• Create a new PRD RDS instance.
• Create a new EC2 instance for loading data into PRD RDS instance.
• Load latest data into PRD RDS instance.
