As a user, I can submit a simple form so that I can send a private message to the administrator of the website, who will see the message on the admin area

[ ] Create the view in views.py
[ ] Create the URL in urls.py
[ ] Create the form in forms.py
[ ] Create the template with the form for the user to use and the navbar link to access it
