As a developer, I can design the main template so that I can have an HTML base for the project

[x] Add the html boilerplate to main.html
[x] Add load static and all the basic meta tags and links to the head section of main.html
[x] Add the necessary bootstrap css and javascript links
[x] Create a container/navbar placeholder
[x] Extend main.html to all other pages so these can ihnerit from it
