[Investigation] Cannot issue or transfer cards reliably #42

26 and #5 can't be considered totally complete until this issue has been diagnosed and fixed either in here or in @PeerAssets/papi. Will look for some transfers using pypeerassets to see if they were somehow skipped by papi.
