On conflict strategy option #1851

I have issue when i need to restart my peerdb service (self hosted) since the target db already have data in it, i got conflict and the initial copy can't complete

It would be usefull to have a dropdown option:

On conflict:

update
ignore
error

So we could avoid this situation
