For persistence storage to work a set of directories under '/Data' needs to be created depending on the application you will run.

The directories created are: "/Data/mnt-c/NodeStateManager" "/Data/mnt-wt/NodeStateManager"

The directory needs to be added on both recipes, NSM and PAS.

those are two separate changes: one deploys dirs required by ps, another one -- for nsm.
