systemd-resource-control: add recipe #361

Add a bunch of slice units for the future use.

I'm wondering if we only shall add the connectivity slice and assign it to the connectivity-manager service for now. Then, we can add more slices and service configurations in another commit.

So, consider remove all slice unit files but connectivity.slice. And assign connman.service to connectivity.slice as you do for the connectivity-manager.

This is WIP. I've added one as an example.

Furthermore, consider to rename the package to systemd-resource-control.
