architecture: add chapter on life cycle management #147

Added chapter on system life cycle management, GENIVI node-state-manager and node state machine that needs to be implemented with it.

Lifecycles index.rst should contain other links to the "main" lifecycle page. Index.rst should oncly contain a toctree. I just think its better if we keep the same type of structure as the other documentation.
