update to the latest pe-utils to fix an issue related to certs and not being able to connect relay-term to the INT cloud.

create-dev-identity.sh ERROR Unknown mbed-cloud lab instance - net:5684?aid=XXX&iep=YYY. Check help for expected values.

Ummmm... once this int cloud change makes it to production, will all relay terms in the field be broken?
