Sync with FOTA with https://github.com/PelionIoT/mbed-cloud-client-internal/pull/3203 to support FOTA_USE_ENCRYPTED_ONE_TIME_FW_KEY.
Set FOTA_USE_ENCRYPTED_ONE_TIME_FW_KEY as default.
