[FEATURE REQUEST] IP address restriction

Expanation We are taking proposals and submitting concepts for inbound IP address restriction. We have a similar feature request taking input for IP address logging. With a logging system in place, we also need a mechanism to limit IP address requests, or outright block bad actors from spamming the system. In fact, an IP request limiter is also recommended, as we need to drop any and all IP requests that spam the system.
