we need a separate ORM, applications.py, to handle our job applications.

Needs to take:

ID
Job ID
UserID (for application)
resume path (look at our images file framework for ideas)
cover letter path (look at our images file framework for ideas)
message to hiring manager
date applied
location of candidate
